The announcement of adding flame-retardant wires and cables to the CCC certification catalog has been announced. Starting from July 1, 2025, flame-retardant wires and cables listed in the CCC certification catalog must undergo CCC certification and be marked with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities. In order to implement the requirements of the Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Commercial Gas Burning Appliances and Other Products (No. 9 of 2024), the State Administration for Market Regulation has decided to carry out laboratory designation work related to mandatory product certification for flame retardant wires and cables (hereinafter referred to as CCC certification) in accordance with the Certification and Accreditation Regulations of the People's Republic of China and the Management Measures for Compulsory Product Certification Institutions and Laboratories.

The relevant matters are hereby announced as follows:

1、 Specify requirements

Considering that the designated business scope belongs to the existing CCC certification product field, the National Certification and Accreditation Administration (CNCA) will carry out designated work from laboratories that have designated qualifications for corresponding product field certification implementation rules or lead the drafting of relevant CCC certification basis standards in accordance with the principles of rational utilization of resources, fair competition, convenience and effectiveness, and support for professional development of institutions. Please refer to the attachment for the specified requirements.

2、 Specify conditions

Laboratories applying to engage in CCC certification testing activities for related products should meet the following conditions:

（1） Having the basic conditions and abilities stipulated by laws and administrative regulations, and being recognized in accordance with the law;

（2） Having relevant testing experience in the field, engaged in testing work for more than 2 years, or issuing more than 20 relevant product testing reports to the public;

（3） Meet the general requirements for laboratory technical capabilities in national standards;

（4） There are no adverse records within 6 months prior to the application;

（5） The legal entity nature, property rights composition, and organizational structure of this unit can ensure its fair and independent implementation of testing activities;

（6） Having all the necessary equipment and facilities to undertake the corresponding product certification and testing activities, or authorized by the relevant equipment and facility ownership unit to independently use the equipment and facilities;

（7） The testing personnel have received the necessary education and training for the corresponding product certification testing they undertake, and have mastered the requirements of relevant standards, technical specifications, and mandatory product certification implementation rules, possessing the necessary product testing capabilities.

3、 Work arrangement

Laboratories with the intention to apply, please submit an online application before 17:00 on April 30, 2024（ http://cccxzsp.cnca.cn ）. The designated decision is expected to be announced before June 28, 2024.

4、 Other matters

（1） If there are false or concealed information in the application materials, the designated qualification will be cancelled and no reapplication for designation will be allowed within 3 years.

（2） The product field involved in this designated work is temporarily not included in the daily designated scope as stipulated in the Announcement of the State Administration for Market Regulation on Further Deepening the Reform of the Designated Approval System for Compulsory Certification Implementation Institutions (No. 34 of 2015) and the Announcement of the State Administration for Market Regulation on Expanding the Daily Designated Implementation Scope of Compulsory Product Certification Laboratories (No. 3 of 2020).

This not only constrains wire and cable manufacturers, but also puts forward requirements for certified laboratories, believing that it will bring more safe and reassuring products to consumers.
